Grover Beach is the quiet one in the Five Cities. No pier, no tourist crowds, just a residential beach town with wide, uncrowded sand and the dunes right next door. Your money goes further here than anywhere else near the water in SLO County, and the Amtrak station makes car-free trips up and down the coast easy.
